Federal pension cash-flow workbench
Federal pension value calculator
Model what a FERS or CSRS payment stream is worth under explicit horizon, COLA, survivor, delay, and discount assumptions—without disguising an estimate as an OPM lump sum.
Bring the payment. Make every assumption visible.
Start with the gross monthly amount from OPM, your agency estimate, or the FedUp FERS/CSRS calculator. This workbench values that stream; it does not recreate it.
- 01Confirm the gross payable amount basis.
- 02Set payment horizons instead of guessing life expectancy.
- 03Inspect nine discount-and-horizon combinations.
Calculations stay in this browser. This page makes no government, Treasury, SSA, payroll, or FedUp data-platform request.
Method
Value the stream you have—not a pension we invent
Benefit computation and cash-flow valuation are different jobs. OPM or the separate annuity calculator supplies the payment; this page exposes the assumptions that turn future payments into a present value.
- 01
Start with the payable annuity
Use the gross monthly amount after any survivor-election reduction but before taxes, FEHB, FEGLI, or other deductions. The FERS/CSRS calculator or OPM statement supplies this amount.
- 02
Define a fixed payment horizon
Enter years for the retiree stream and, optionally, a later survivor stream. A fixed horizon is transparent and avoids pretending a population life table predicts one person.
- 03
Discount every monthly payment
The annual effective discount rate is converted to a monthly rate. Each end-of-month payment is discounted from pension commencement and from today.
- 04
Pressure-test the result
The table changes the primary horizon by five years and the discount assumption by one percentage point. Its range is nine what-if values, not a confidence interval.
Formula ledger
Monthly cash flow, annual readability
The engine calculates every month, then presents a benefit-year ledger. Nominal payments round to cents; discounted streams sum before the final cent rounding.
| Step | Rule |
|---|---|
| Payment | Starting monthly amount × (1 + flat COLA)completed benefit years. |
| Monthly discount | (1 + annual effective discount)1/12 − 1. |
| Value today | Each end-of-month payment ÷ (1 + monthly discount)delay + payment number. |
| Survivor handoff | Starts after the primary horizon; no overlapping or inferred benefit percentage. |
What the tool includes
A narrow, auditable valuation
- A verified gross payable FERS or CSRS monthly annuity
- Whole-month delay before pension commencement
- A fixed primary payment horizon from 1 through 60 years
- An optional later survivor stream using an agency/OPM amount
- A flat annual planning COLA applied after every 12 modeled payments
- An editable nominal annual effective discount assumption
- Present value today and at pension commencement
- Nominal payments, stream split, nine-value sensitivity table, and annual CSV ledger
What it stops or excludes
No manufactured precision
- An OPM benefit determination, account balance, cash-out value, or lump-sum option
- FERS/CSRS eligibility, high-3, service, age reduction, or survivor-election computation
- Mortality probabilities—the result is not mortality-weighted and does not predict personal life expectancy, health, sex, or joint-life outcomes
- Taxes, withholding, FEHB, FEGLI, TSP, Social Security, or the FERS supplement
- Disability, CSRS Offset, mixed components, deposits, redeposits, or court orders
- OPM processing time, interim payments, back pay, or an actual first deposit date
- Private-sector salary equivalence, a job recommendation, or investment advice
- Guaranteed Treasury rates, future COLAs, inflation, or longevity
Federal versus private sector
Use a range, then compare unlike benefits honestly
Pension present value is useful context, but it is not a salary. A federal annuity pays over time and cannot be compared dollar-for-dollar with one year of private salary or a portable retirement account.
- 1
Resolve the pension stream
Use the payable monthly amount and test plausible horizons and rates.
- 2
Keep annual compensation separate
Compare salary, employer retirement funding, health coverage, and paid leave in the total compensation calculator.
- 3
Evaluate risk and portability
Vesting, job security, investment control, benefit rules, and personal plans remain non-equivalent factors.

Official rules; user-owned assumptions
OPM anchors the benefit and payment context. Treasury and SSA help explain possible assumptions, but neither silently controls your result. No proprietary source or data platform is required.

Questions
Federal pension value FAQ
How much is a federal pension worth?
There is no single universal cash value. A planning present value depends on the payable monthly annuity, when payments begin, how long they are modeled, future COLAs, the discount rate, and any survivor stream. This calculator keeps those assumptions visible and reports a sensitivity range.
Is this an official OPM pension value?
No. OPM determines the annuity benefit and publishes actuarial factors for specific statutory uses, but a federal annuity is not generally a portable account balance or cash-out option. The result here is a deterministic planning comparison based on the inputs you enter.
Which pension amount should I enter?
Enter the gross payable monthly amount after any survivor-election reduction and before taxes, insurance premiums, or other deductions. Do not use the net bank deposit or an unreduced pre-election figure. Confirm it with OPM, your agency estimate, or the separate FERS/CSRS calculator.
What discount rate should I use for a federal pension?
No Treasury, OPM, or SSA rate is the one official personal discount rate. The tool accepts an editable nominal annual effective assumption and tests one percentage point above and below it. A dated long-term Treasury par yield can be a market reference, but it is only an approximation and not a zero-coupon curve.
Does the calculator use life expectancy?
No. It uses the fixed payment horizons you enter. SSA period life tables describe population mortality under stated assumptions; they do not predict one retiree or couple. Testing shorter and longer horizons is more transparent than silently inserting a mortality estimate.
How are federal pension COLAs modeled?
The calculator applies one flat annual planning rate after each 12 modeled payments. Actual FERS and CSRS COLAs depend on different statutory rate, age, commencement, and proration rules. The entered rate is therefore a cash-flow approximation, not an OPM COLA forecast.
Can I compare my federal pension with a private-sector offer?
Yes, as one input in a broader comparison. Use the sensitivity range to understand the payment stream, then separately compare salary, employer retirement contributions, health insurance, paid time, risk, and vesting. Do not turn the pension value into a one-year salary equivalent.
Are my pension details uploaded?
No. The model runs in your browser. It makes no live OPM, Treasury, SSA, or FedUp data-platform request and does not transmit or store your entries.
