Overview The Budget and Financial Analyst IV provides senior-level financial management leadership in support of budget formulation, execution, and complex federal financial system integration. This role leads teams of financial professionals, ensures compliance with federal financial regulations and accounting standards, and supports the alignment of automated business processes with governmental financial requirements. The position plays a key role in strategic financial planning, oversight coordination, and executive-level reporting. Responsibilities Lead and coordinate a team of financial management professionals supporting budget formulation and execution activities. Prepare and oversee regular and special budget reports for senior leadership. Analyze departmental budgeting and accounting reports to maintain expenditure controls and ensure compliance. Demonstrate expertise in Federal financial and accounting systems requirements. Apply knowledge of multi-year and no-year appropriations and differing appropriations (e.g., Operations & Maintenance (O&M), Procurement). Ensure financial management activities align with automated and complex business practices within established timelines. Assess financial products and procedures for compliance with government standards, accounting principles, and system application requirements. Evaluate the interrelationship between financial management requirements and automated system solutions. Support integration of new systems within existing financial environments. Prepare milestone documentation, executive briefings, and formal presentations. Present materials before oversight authorities or prepare Program Managers for external briefings. Apply expertise in activity-based costing, business case analysis, and outsourcing requirements. Provide recommendations to senior leadership on financial strategy and process improvements. Qualifications Approximately eight (8) years of progressively responsible experience in financial management, budgeting, or related federal financial roles. Demonstrated leadership experience overseeing financial teams or projects. Thorough knowledge of Federal financial and accounting system requirements. Experience working with multi-year/no-year appropriations and varied appropriations types (e.g., O&M, Procurement). Experience integrating financial processes with automated systems. Strong understanding of government accounting standards and compliance requirements. Experience preparing executive-level reports and milestone documentation. Ability to present complex financial information to senior leadership and oversight authorities. Familiarity with activity-based costing, business case development, and outsourcing analysis. Strong analytical, communication, and organizational skills. Education Bachelor’s Degree (BS/BA) in Business, Finance, Accounting, Management, or related field required;OR equivalent combination of education and relevant experience.
